Policy 4.09 - ICN Room Policy

The Cedar Rapids Public Library, the library will provide a meeting room connected to the Iowa Communications Network (ICN) for use in accord with the library’s Mission Statement (Policy 1.01). The following rules shall apply to ICN room use.

  1. The Administrative Conference Room is designated as an ICN room when not in use for library purposes. When available, the room may be used by any authorized ICN user, or any entity which fulfils the mission statement of the library or fulfils the criteria for use as defined in Chapter VII of the Iowa Administrative Rules, on a first come, first serve basis through a written contract with the user. Availability is at the discretion of the library. The library reserves the right to cancel any scheduled activity when circumstances warrant.
  2. The ICN is a limited access network and cannot be used for profit. Nor may users resell time on the network.
  3. Apart from room fees the library may apply, the Iowa Communications Network determines fees for network access. The user is financially responsible for all ICN telecommunication charges incurred for the use of the room.
  4. The ICN room is open during normal business hours of the library. Use of the room during normal hours is free of charge (ICN network fees will, however, apply). For use outside normal hours a room use fee shall be charged per hour or any portion thereof to cover custodial/security costs to the library. The fee will be equivalent to the rate permitted by ICN rules for recovery of operating costs. Should a meeting begin during normal business hours and continue afterward, the user will be charged for only the time outside normal hours of operation.
  5. Reservations and cancellations will be made through the ICN scheduling system. Details are available in the administrative office of the library. Requests should be submitted at least 72 working hours in advance. Cancellations must be made at least 48 working hours before the event or the user will be billed.
  6. Use of the ICN room requires training in advance which is available through the administrative office.
  7. The authorized user must comply with the Americans with Disabilities Act and is responsible for providing qualified interpreters or auxiliary aids if requested, the cost of which is assumed by the user.
  8. The authorized user is financially responsible for any damage to library property. Misconduct or damage to property are grounds for refusal of service and may result in immediate termination of the meeting.
  9. By giving permission to use the ICN room for a meeting, neither the City of Cedar Rapids, the Library Board of Trustees or their employees imply endorsement of, or agreement with the purpose or content of such meeting.
  10. Appropriate use of copyrighted material is the responsibility of the user, not the library.
  11. Food or non-alcoholic beverages are allowed in the room, but not on or near any equipment.
  12. Smoking is not permitted in the ICN room.
  13. The ICN room must be left in the condition in which it was found including disposal of trash. Failure to do so may result in charges for any cleaning which may be necessary.
