Policy 4.06 - Downtown Library Lobby

The library entrance way or lobby is available to provide the public with access to the widest range of opinions, beliefs, and information available in the community. The library reserves the right to deal with materials and facilities provided under this access in whatever manner is necessary to maintain that objective. Activities allowed in the lobby area include displays for public information, petition gathering, library- sponsored programs, and Friends of the Library fundraising activities. Due to traffic-flow problems and fire hazards, the library does not allow individuals, groups, or organizations to set up tables for the distribution of promotional materials.

Display Windows

The downtown library contains one display window that is located on the west wall of the central lobby. While this display case is intended primarily for displays by the library, it is occasionally available for use by outside individuals, groups, and organizations. The case should be booked at least two weeks in advance through the administrative office and displays should be educational in nature. The duration of a display will be determined by the library and a sign to identify the display's sponsor will be visibly present.

Special Displays

Display spaces in the library are not intended for lengthy, repeated, or regular use by individuals, groups, or organizations. On an occasional basis, as space permits, individuals or organizations may use display panels in the lobby for informational purposes. Displays must be mounted on the library display panels or an approved, commercially constructed display unit. The library administration will not approve displays that are mounted in other ways. All displays will be booked and approved through the library administrative office at least two weeks in advance. Other guidelines applicable to window display cases outlined above also apply. The duration of a display will be determined by the library and a sign to identify the display's sponsor will be visibly present. Displays for commercial purposes are not permitted.

Literature Display

The downtown library maintains display space for information of a partisan nature. Pamphlets, brochures, and flyers promoting particular causes, groups, political candidates and so on may be placed on display for free distribution. Literature or posters provided by profit-making enterprises will be allowed if it can be determined that the basic purpose is to inform, alert the public to a range of choices (restaurant guides for example), promote an event of general interest, or in some way benefit the public beyond mere advertisement. All posters and other literature intended for the lobby area must be approved for posting by the administrative office. Materials that do not have prior approval will be removed.

To maintain an orderly appearance, materials displayed in the lobby will also be subject to the following:

Posters

  1. Posters will be removed from the display area after the advertised event is over.
  2. Only one copy of a poster, not to exceed 20 by 30 inches, will be displayed. Duplicates will be removed.
  3. Posters promoting a continuing service will be removed after three months. Organizations wishing to keep their message before the public are welcome to submit new posters for display.
  4. The library reserves the right to temporarily remove posters in order to clear the panels for cleaning, art exhibits, etc.

Pamphlets, Brochures, Flyers

  1. The library will accept quantities of 50 or less for distribution in the lobby area.
  2. Unused literature will be removed and discarded by the library.

Rear Projector Screen

The screen located on the west wall of the lobby is for library slide shows and video presentations only and is not available for use by other individuals, groups, and organizations.
