Policy 3.04 - Competition with Private Enterprise
It is the policy of the Cedar Rapids Public Library to offer certain goods and services essential to the purpose and function of the library that may also be offered by private enterprise. In doing so the library will maintain a supportive relationship with private enterprise while ensuring that the needs of library patrons are met. Specific services include but are not limited to the distribution of books, periodicals, videocassettes, DVDs, compact discs, audiocassette tapes, paperbacks, newspapers and the providing of information/reference services. The use or rental of library-owned equipment and facilities includes photocopy and FAX machines, microfilm readers, audiovisual equipment and Beems Auditorium. Computer data-base searches, access to the Internet, and other computer services are considered essential to the purpose of the library. The library board of trustees will determine by policy which services and goods are exempt from fees and charges levied to offset the cost of providing those services.
